Paul Brothwood: Business Process Re-engineering and Safety
Start with the work, not the paperwork
Health and safety is sometimes reduced to a compliance exercise. Training records are checked, forms are completed and policies are reviewed. Compliance sets the minimum standard, but good safety management goes further.
Re-engineering starts by examining how work takes place. Delays, duplicate checks, unclear ownership and poor communication create operational problems. They also create safety risks.
When I worked as Chief Operating Officer at T Newman Hire Ltd, I saw how unclear processes placed extra pressure on managers and site teams. Improving the process meant giving people clearer instructions, reducing unnecessary administration and making responsibility easier to understand.
Move from reacting to preventing
Organisations often change a process after an accident, equipment failure or missed deadline. A stronger approach identifies weaknesses before an incident occurs.
Incident and near-miss reporting offers a clear example. Paper forms and lengthy email chains delay action. A simple digital reporting route gives managers earlier information and creates a clear record of ownership, investigation and completion.
The aim is not to collect more reports. The aim is to identify repeated hazards, complete actions and share lessons before someone gets hurt.
Integrate safety into operational planning
Safety should influence the job from its earliest planning stage. Many risk decisions are made before a team reaches site. The programme, equipment, staffing levels, access arrangements and working method all affect how safely the job proceeds.
Operations managers, project managers, safety advisers and frontline employees need to work together. Separating these responsibilities encourages people to view safety as someone else’s job.
Cross-trade knowledge also helps. A scaffolding team that understands roofing risks makes better decisions around access and edge protection. A roofing team that understands scaffold loading and alteration rules is better placed to identify unsafe changes.
Use practical safety engagement
Safety communication needs to feel relevant to the work taking place.
During a controlled demonstration at T Newman Hire Ltd, I set up a scaffold tower and dropped a brick onto a plastic dummy head. The demonstration showed the consequences of failing to wear suitable head protection.
People remembered the demonstration because the result was visible. It connected a familiar rule with a consequence they understood.
Good safety engagement does not rely on fear. It explains why the rule exists and gives employees a reason to apply it when nobody is watching.
Use technology for a defined purpose
Technology should solve a clear problem rather than add another administrative layer.
Mobile near-miss reporting, digital inspections, equipment records accessed through QR codes and automated maintenance alerts all support quicker decisions. Sensors and wearable equipment also suit higher-risk activities where monitoring has a defined purpose.
A new system earns its place by shortening response times, improving records or reducing exposure to risk. If it makes the job slower without improving safety, the process needs further work.
Leadership shapes safety culture
Employees judge an organisation’s commitment to safety by what its leaders do under pressure.
When managers stop unsafe work, investigate concerns and report back to the person who raised them, employees see that safety matters. When deadlines repeatedly take priority, written policies lose credibility.
Leaders also need to spend time with frontline teams. Site visits, direct conversations and visible action build trust. Employees are more likely to report a concern when they know it will receive a fair response.
Measure whether the process works
Accident rates are important, but they only record events that have already happened.
Organisations should also track the time between a hazard being reported and closed, repeated defects, overdue maintenance, near-miss quality and actions left incomplete after inspections.
These measures show where the process is weakening. A repeated hazard suggests the original action failed to address the cause. A growing list of overdue actions suggests unclear ownership or inadequate resources.
Data should lead to action, not another monthly report that nobody uses.
Better systems create safer work
Productivity and safety should reinforce one another. Clear instructions reduce mistakes. Well-maintained equipment reduces delays. Early reporting prevents hazards from becoming incidents. Effective planning helps teams complete work safely and on time.
Business process re-engineering is not about adding more rules. It is about removing delay, duplication and ambiguity from the way work is organised.
People should not have to work harder to compensate for a weak process. Leaders should design systems that help them make the right decision, complete the work and return home safely.
